On Iraqi TV it is being reported that the 2017 budget is under review after the first reading. It is anticipated that it will be scheduled for approval at, or by, end of November even though adjustments are being made during the interim.

Question: Is the budget needed before the RV or is the RV needed before the budget. Or, are either needed for the other??
